All Syria chemical arms claims must be probed: U.N.'s Ban

THE HAGUE (Reuters) - An advance team of U.N.-mandated experts has gone to Cyprus and is awaiting permission from the Syrian government to investigate allegations of chemical weapons attacks, U.N. Secretary General Ban Ki-moon said on Monday.

The move puts pressure on Syria to grant access to the team, as Damascus resists extending the investigation beyond a government claim that rebels used chemical munitions near Aleppo to include rebel claims that President Bashar al-Assad's government has used them.

Syria's ally Russia has backed Damascus against demands from Western powers that the probe be widened. Ban made clear that he wanted an all-encompassing inquiry, saying it was the "firm principle" of the United Nations that investigators be granted access to all areas where chemical weapons were allegedly used.

After meeting the head of the Organisation for the Prohibition of Chemical Weapons (OPCW), which is providing scientists and equipment, in The Hague, Ban said an advance team was in Cyprus, ready to go to Syria within 24 hours.

"All we are waiting for is the go-ahead from the Syrian government to determine whether any chemicals weapons were used, in any location," Ban said.

"I urge the Syrian government to be more flexible, so that this mission can be deployed as fast as possible," he said. "We are ready, it is a matter of time."

Ahmet Uzumcu, head of the OPCW, said the full mission would comprise 15 experts, including inspectors, medical experts and chemists.

It will be headed by Swedish scientist Ake Sellstrom, a former U.N. weapons inspector in Iraq, whom Ban also met in The Hague. Sellstrom was to join the advance team on Monday.

Ban said all serious claims regarding the use of chemical weapons in Syria should be examined, and urged speed so that evidence was preserved.

"The use of chemical weapons by any side, under any circumstances, would constitute an outrageous crime with dire consequences," he said.

Britain and France want to broaden the probe to include Homs and Damascus, where rebels say state forces used chemical munitions. They also blame the government for the incident near Aleppo.

Russia, which has used its veto-wielding seat on the U.N. Security Council to counter Western pressure on Syria, has suggested that Western countries are using the specter of weapons of mass destruction to justify intervention in Syria, as they did in Iraq.

The OPCW, established to oversee the 1997 Chemical Weapons Convention, has helped to destroy roughly 80 percent of chemical weapons stockpiles declared by 188 members.

Syria is one of just eight countries not to have joined, along with Angola, Egypt, Israel, Myanmar, North Korea, Somalia and South Sudan.

Syria is believed to have one of the largest remaining stockpiles of undeclared chemical weapons in the world, making it a priority security issue for Washington and its European allies.

Powers and Iran fail to end nuclear deadlock in Almaty

ALMATY (Reuters) - World powers and Iran failed again to end the deadlock in a decade-old dispute over Tehran's nuclear program in talks that ended in Kazakhstan on Saturday, prolonging a standoff that could yet spiral into a new Middle East war.

No new talks were scheduled but big power negotiators, who earlier this year were insisting that time was running out, were at pains to say the diplomatic process would continue.

Iran's critics accuse it of covertly seeking the means to produce nuclear bombs. Israel, widely believed to have the Middle East's only nuclear arsenal, sees Iran's nuclear program as a potential threat to its existence.

With a presidential election due in Iran in June, scope for a breakthrough at the two-day meeting in Almaty was slim.

European Union foreign policy chief Catherine Ashton, the powers' chief negotiator, said long discussions had not bridged the differences between the two sides.

"It became clear that our positions remain far apart," Ashton, who represents the United States, Russia, China, France, Britain and Germany in talks with Iran, told a news conference.

In the meeting, the powers were asking Iran to suspend its most sensitive uranium-enrichment work in return for modest relief from international sanctions, an offer Iran did not accept.

"The Iranians indicated readiness to take some steps but they were small," one Western diplomat said.

Iran says its nuclear work is entirely peaceful and that it is Israel's assumed atomic arsenal that threatens peace.

"NO BREAKDOWN"

A senior U.S. official said there had been no breakdown in the negotiations and suggested that a willingness by Iranian negotiators to engage in detailed dialogue about the six nations' proposal was the most useful sign in years.

"There may not have been a breakthrough but there also was not a breakdown," the official, who requested anonymity, said. "Our intention is to proceed," the official added, referring to the powers' commitment to further diplomatic efforts.

Iranian chief nuclear negotiator Saeed Jalili acknowledged a gap in positions between the two sides.

"We proposed our plan of action and the other party was not ready and they asked for some time to study the idea," he told a separate news conference, referring to Tehran's own proposals.

Iran says it is only refining uranium to power a planned network of nuclear energy plants and for medical purposes.

Some diplomats and experts have said Iran's June presidential election fuels uncertainty in the West over the Islamic Republic's strategy for nuclear diplomacy.

The U.S. official did not rule out that new talks could take place before the vote. But first the six powers would have to decide what steps, if any, to take to energize diplomacy.

OPTIONS

Strengthening economic sanctions, which now target Iran's vital oil industry and its banking sector, is one likely option.

"We need to absorb and digest what we heard," the official said. "And decide what makes best sense on the way forward."

Israel's Strategic Affairs Minister Yuval Steinitz warned in a statement that Iran was trying to use the negotiations to gain time to advance its uranium enrichment programme.

"The Iranians are using this round of talks to pave the way to a nuclear bomb," Steinitz said, urging a more aggressive stance to make it "unequivocally clear to the Iranians that the negotiation games are finished."

Shashank Joshi, a senior fellow and Middle East specialist at the Royal United Services Institute, said: "I do not think the risk of war has substantially increased.

"The priority for both sides is to keep the diplomatic track alive until after the Iranian presidential elections."

Ashton said that for the first time there had been a "real back and forth between us when were able to discuss details ... To that extent, that has been a very important element"

But, she added: "What matters in the end is substance."

The six powers tried to persuade Iran to abandon its higher-grade uranium enrichment, as a first step to a broader deal. Refined uranium can be used to power atomic reactors, Iran's stated aim, or provide material for weapons if processed more.

Iran, which denies seeking nuclear weapons, wants major economic sanctions - including on its oil exports and banks - lifted and its right to enrich uranium publicly recognized.

Diplomats said one area where Iranian negotiators appeared willing to cede some ground was the demand that Tehran ship out some of its stockpile of 20 percent uranium, the sensitive product that powers worry represents an important step on route to making weapons-grade material.

One way to address the stocks could be for Iran to speed up conversion of the higher-grade uranium into reactor fuel. But that alone would not allay international concerns.

Jalili said it was Iran's "inalienable" right to refine uranium but that the activity could still be a subject for confidence-building cooperation. He did not elaborate.

The talks were held against a backdrop of flaring tension between big powers and North Korea, which like Iran is defying international demands to curb its nuclear program.

TheYBF.com attended a private viewing of "Braxton Family Values" with Tamar Braxton last night at the offices of Epic Records in NYC. ?During our exclusive chat, the expectant diva dished about her pregnancy, her career and what she's learned about herself from watching "BFV".

With her song "Love & War" still high on the charts, Tamar says she's ready to juggle motherhood and an exciting recording career.

?"This is something I want to do. ?My career is really taking off and I've been waiting for this opportunity all my life. And I don't want to miss one second of it. ?I want to have my baby with me. ?But I don't have to be at home."

Last season, "BFV" viewers watched as she struggled with fertility issues, but she jokingly revealed to us that she actually conceived her baby one "drunken" night. WOMP.

Though she wouldn't confirm if her good friend Tiny was correct when she blurted out that Tamar was expecting a baby boy on "Tiny Tonight", she did say that she would have a celebrity play date with T.I. and Tiny because she trusts Tiny with her baby. And when it comes to the Braxton sisters, she thinks Towanda would be the best babysitter because she's the most responsible.

We also talked about how she's grown personally over the past few years. Since filming "BFV" and "Tamar & Vince", she told us that she realized everything doesn't need a "comment." ?And now that she watches her "comments", she's in a better place with her sisters.

She also talked about husband and manager Vince Herbert whom her sisters call her "velcro" because they're always together. She says they are celebrating their 10th anniversary this month.

Telefonica Mulls More Disposals to Pay Down Debt

?Spain's Telefonica is reportedly looking at fresh asset sales to help pay down debt only a few months after it scrapped plans to sell a stake in its Latin American operations.

The company has a target of cutting its EUR51 billion of debt by at least EUR4 billion this year.

Citing people familiar with the situation, Bloomberg News reported that the company's O2 Ireland and Czech Republic subsidiaries are being considered for sale. The company floated a stake in O2 Germany last year, but recently ruled out a similar move for its UK division.

Other options are reported to include Telefonica's 5 percent stake in China Unicom, which has been valued at around US$1.6 billion. That sale could not take place before June though, as the company made a commitment to hold onto its shares for at least a year when it sold a 4.56% stake in China Unicom last year.

The company saw its debt ratings cut last year as ratings agencies worried about the ability of the company to maintain its creditworthiness. Since then a sale of a stake in its German operations and improved performance in Latin America has lifted the financial pressure somewhat.

However, at the moment, no decision has been made and no banks have been hired, the sources added.

Mozilla and Samsung collaborating on new Servo web browser engine for Android and ARM

It's a fairly bold claim, but Mozilla and Samsung have announced today that they're now attempting to "rebuild the web browser from the ground up on modern hardware." That initiative takes the form of Servo, a new web browser engine designed for Android and ARM and based on Mozilla's Rust programming language, which itself sees a new release today. Expectedly, details on the browser engine remain light, with Mozilla and Samsung offering no indication of a release schedule or a final product. In the blog post announcing the engine, Mozilla says only that it'll be "putting more resources into Servo" in the coming year as it also aims to complete the first major revision of Rust, and that it and Samsung will be "increasingly looking at opportunities on mobile platforms." Beekeepers and researchers nationally are reporting growing evidence that a powerful new class of pesticides may be killing off bumblebees. Now, research at the University of Pittsburgh points toward another potential cause: metal pollution from aluminum and nickel.

Published in the journal Environmental Pollution, the Pitt study finds that bumblebees are at risk of ingesting toxic amounts of metals like aluminum and nickel found in flowers growing in soil that has been contaminated by exhaust from vehicles, industrial machinery, and farming equipment. The Pitt study finds that bumblebees have the ability to taste?and later ignore?certain metals such as nickel, but can do so only after they visit a contaminated flower. Therefore, the insects are exposed to toxins before they even sense the presence of metals.

"Although many metals are required by living organisms in small amounts, they can be toxic to both plants and animals when found in moderate to high concentrations," said Tia-Lynn Ashman, principal investigator of the study and professor and associate chair in Pitt's Department of Biological Sciences in the Kenneth P. Dietrich School of Arts and Sciences. "Beyond leading to mortality, these metals can interfere with insect taste perception, agility, and working memory?all necessary attributes for busy bumblebee workers."

Ashman and George Meindl, coauthor of the study and a PhD candidate in Ashman's lab, studied bumblebee behavior using the Impatiens capensis, a North American flower that blooms in summer. Its flowers are large, producing a high volume of sugar-rich nectar each day?an ideal place for bumblebees to forage. The blooms were collected from the field each morning of the two-week study and were of a similar age, color, and size.

To determine whether nickel and aluminum in the flowers' nectar influenced bumblebee behavior, Ashman and Meindl used two groups of uncontaminated flowers, one group of flowers contaminated by nickel, and another contaminated by aluminum. When a bumblebee visited a flower in an array, the entire visitation was recorded as well as the time spent (in seconds) foraging on each individual flower. This included monitoring whether the bee moved from a contaminated to a noncontaminated flower, whether the bee moved to the same group it had just sampled, or whether the bee left the flower group without visiting other individual blooms. Following each observed visit, all flowers in the array were replaced with new flowers, to ensure accurate results.

"We found that the bees still visited those flowers contaminated by metal, indicating that they can't detect metal from afar," said Ashman. "However, once bumblebees arrive at flowers and sample the nectar, they are able to discriminate against certain metals."

In the study, the bees were able to taste, discriminate against, and leave flowers containing nickel. However, this was not the case for the aluminum-treated flowers, as the bees foraged on the contaminated flowers for time periods equal to those of the noncontaminated flowers.

"It's unclear why the bees didn't sense the aluminum," said Meindl. "However, past studies show that the concentrations of aluminum found throughout blooms tend to be higher than concentrations of nickel. This suggests that the bees may be more tolerant or immune to its presence."

These results also have implications for environmentally friendly efforts to decontaminate soil, in particular a method called phytoremediation?a promising approach that involves growing metal-accumulating plants on polluted soil to remove such contaminates. Ashman says this approach should be considered with caution because the bees observed in the study foraged on metal-rich flowers. She states that further research is needed to identify plants that are ecologically safe and won't pose threats to local animals that pollinate.
