Tawang: The tussle has all the appearance of an arms race on the roof of the world.

Asia's two great powers are facing off here in the eastern Himalayan mountains. China has vastly improved roads and is building or extending airports on its side of the border in Tibet. It has placed nuclear-capable intermediate missiles in the area and deployed around 300,000 troops across the Tibetan plateau, according to a 2010 Pentagon report.

India is in the midst of a 10-year plan to scale up its side. In the state of Arunachal Pradesh, new infantry patrols started on the frontier in May, as part of a surge to add some 60,000 men to the 120,000 already in the region. It has stationed two Sukhoi 30 fighter squadrons and will deploy the Brahmos cruise missile.

President Obama dispenses cruel injustice to a class of illegal immigrants

?On June 15, President Obama announced a program by which certain residents of the United States who came to, or stayed in, the United States contrary to law could remain and work legally ? that is, immune from deportation.? This is often characterized as an executive order. The order was not technically what is called a presidential Executive Order. Instead, as the President said, it is a policy of Janet Napolitano, Secretary of the Department of Homeland Security with, obviously, the President?s approval who himself made the announcement.

?There are a host of problems with this policy. Some of them have been described elsewhere. Let?s recap three and then move to what I believe are new ones.

1)?The President?s Own Prior View of the Illegality of This Executive Action?

President Obama, a lawyer himself and whose office includes lawyers in the Office of White House Counsel, had stated on March 28, 2010, at a? town hall sponsored by the Univision television network, ?There are laws on the books that Congress has passed,? that legislation would be required to do what he did on June 15. He gave no reasons on June 15 as to why his opinion on the legality of his program was wrong on March 28, 2010. And the DHS website?s Q&A on this issue?states the following:

[Q:] Is passage of the DREAM Act still necessary in light of the new process?
[A:] Yes. As the President has stated, individuals who would qualify for the DREAM Act deserve certainty about their status, and this new process does not provide that certainty. Only the Congress, acting through its legislative authority, can confer the certainty that comes with a pathway to permanent lawful status.

2)?This Program Does Not Constitute an Exercise of Prosecutorial Discretion

The number of eligible individuals is estimated at over 800,000, perhaps as many as 1.4 million, roughly 10% of the estimated 11 million illegal immigrants. This is a waiver on a grand, grand scale. Columnist Charles Krauthammer has rejected the Administration?s claim that this constitutes prosecutorial discretion:??????????

???? Prosecutorial discretion is the application on a case-by-case basis of considerations of extreme and extenuating circumstances. No one is going to deport, say, a 29-year-old illegal immigrant whose parents had just died in some ghastly accident and who is the sole support for a disabled younger sister and ailing granny. That?s what prosecutorial discretion is for. The Napolitano memo is nothing of the sort. It?s the unilateral creation of a new category of persons ? a class of 800,000 ? who, regardless of individual circumstance, are hereby exempt from current law so long as they meet certain biographic criteria.

At a hearing on Thursday, July 19, Congressmen Lamar Smith (R-Tex) and Steve King (R-Iowa) informed Secretary Napolitano that they did not accept the view that this program constituted the exercise of prosecutorial discretion.

Let me add that this program is not like that of ?humanitarian parole? which is case by case,??or "temporary protected status? which concerns particular countries,????deferred enforced departure? which also concerns?particular countries, or presidential pardons and commutations which are case by case and are granted sparingly.

3)?The Cost of Administering This Program Takes Away Resources from Lawful Federal Activities

The issue of administrative burden and cost was cited by Justice Scalia in open court on June 25 when the Arizona immigration case was handed down. The Department of Justice had made an argument against the Arizona law ? a law to enforce Federal immigration law ? that the state?s law interfered with federal priorities and use of scarce federal resources. The legal brief is here. Yet President Obama was now volunteering to accept the administrative burden of a program of non-enforcement for up to 1.4 million individuals.?

Because of the vitriol directed at the Justice from the left, we should read Justice Scalia?s statement.?In part, he said:

????? The government's brief asserted that ?the Executive Branch?s ability to exercise discretion and set priorities is particularly important because of the need to allocate scarce enforcement resources wisely.? But there is no reason why the federal Executive's need to allocate its scarce enforcement resources should disable Arizona from devoting its resources to illegal immigration in Arizona that in its view the Federal Executive has given short shrift. Arizona asserts without contradiction and with supporting citations the following: ?[I]n the last decade federal enforcement efforts have focused primarily on areas in California and Texas, leaving Arizona's? border to suffer from comparative neglect. The result has been the funneling of an increasing tide of illegal border crossings into Arizona. Indeed, over the past decade, over a third of the Nation's illegal border crossings occurred in Arizona.? Must Arizona's ability to protect its borders yield to the reality that Congress has provided inadequate funding for federal enforcement-or, even worse, to the Executive's unwise targeting of that funding?

. . . It has become clear that federal enforcement priorities--in the sense of priorities based on the need to allocate so-called scarce enforcement resources--is not the problem here. After this case was argued and while it was under consideration, the Secretary of Homeland Security announced a program exempting from immigration enforcement some 1.4 million illegal immigrants.? The husbanding of scarce enforcement resources can hardly be the justification for this, since those resources will be eaten up by the considerable administrative cost of conducting the nonenforcement program, which will require as many as 1.4 million background checks and biennial rulings on requests for dispensation. The President has said that the new program is ?the right thing to do? in light of Congress?s failure to pass the Administration?s proposed revision of the immigration laws. Perhaps it is, though Arizona may not think so.? But to say, as the Court does, that Arizona contradicts federal law by enforcing applications of federal immigration law that the President declines to enforce boggles the mind.

. . . [T]here has come to pass, and is with us today, the specter that Arizona and the States that support it predicted: A federal government that does not want to enforce the immigration laws as written, and leaves the States? borders unprotected against immigrants whom those laws exclude.

????? So the issue is a stark one: Are the sovereign States at the mercy of the federal Executive?s refusal to enforce the Nation?s immigration laws? A good way of answering that question is to ask: Would the States conceivably have entered into the Union if the Constitution itself contained the Court?s holding?? Imagine a provision--perhaps inserted right after Art. I, ?8, cl. 4, the Naturalization Clause?-which included among the enumerated powers of Congress ?To establish Limitations upon Immigration that will be exclusive and that will be enforced only to the extent the President deems appropriate.?? The delegates to the Grand Convention would have rushed to the exits from Independence Hall. (emphasis in original)

Let me add that, through this deferred action program, the Administration is taking resources away from administering the lawful program of reuniting families. Pursuant to law, family members have applied to enter the United States and they are waiting in line for years to come to this country to join citizens and lawful permanent residents.

4)?The Policy Was Developed in Secret

One problem that I have not seen described is the development of this particular policy adopted by President Obama. The rationale for the policy in general terms is well understood: It is upsetting for young people, their families, and all of us to have young people who have never known any place other than the United States, to be deported, or to fear being deported, to a strange land. But how did the President and the Secretary proceed from this general concern to the particulars of the announced policy?

?If there had been legislation on this subject, there would be public debate on each aspect of the policy. If DHS had made a public proposal in the Federal Register, there would have been public written comment and possibly public hearings. Instead of being transparent, the President and the Secretary were anything but. Not only was no debate or comment solicited, no reason is given for any particular of the policy.

?Let?s look at the particulars.

?Age 16

The policy states that the young person must have been brought to the United States or overstayed his or her visa as of the age of 16. Why was the age 16 chosen? The policy states that it is meant to benefit individuals who brought here as children through no fault of their own.?DHS does not answer the question DHS poses in its own Q&A: ?Why isn?t DHS allowing other individuals to request deferred action under this process??

It would seem that the age of 16 was selected because individuals under the age of 16, but not individuals of age 16 or 17, are subject under the law to the will of their parents. Is this the law of the states of the United States? Is this the law of the countries of origin? Given how difficult it can be for a parent to control a teenager, why is it presumed that a child of 13, 14 or 15, was as a matter of fact under control of a parent? It is also easy to conceive that a 13, 14, or 15 year old had the choice between staying with a relative, even a parent, in the country of origin or coming to the United States, and chose the latter. It would also be wrong to presume that an individual under 16 came with a parent, as opposed to some other relative or a friend or a smuggler -- or even on their own.

Moreover, this policy ignores the fact that an individual who becomes an adult under U.S. law at age 18 deliberately choose to stay in this country knowing that it was a violation of our laws.

?Age 30

The policy states that the individual applicant must be no older than the age of 30. Why was this age chosen? Was it not higher than 30 because there is less sympathy engendered by the deportation of someone over the age of 30? Is it because someone over 30 could fend better for him or herself if deported to the country of origin? On the other hand, why was the age not younger than 30, yet still young enough to allow the individual to finish high school and postsecondary education or training? Wouldn?t it be easier to deport a person who is under 30 and has not yet married or had children?

In fact, it is emotionally difficult to deport a person who is married and has children in this country. For one reason, many of their children were born here and are U.S. citizens. Indeed, former Speaker Newt Gingrich stated in the Republican presidential debates his thoughts that the American people would be unwilling to deport older illegal immigrants who had been here, let?s say, 20 and 30 years, and had worked here, raised children here, and had multiple community ties, such as to churches. Nothing in this Obama policy addressed Speaker Gingrich?s views. We can easily foresee that, after the November election, Obama would adopt a policy reflecting the views of Speaker Gingrich. This would leave only illegal immigrants between the ages of 30 and let?s say 60 outside an Obama deferred action. The pressure would then build to provide a presidential amnesty to this last remaining group, consisting of adults who are at their prime in earning power and who are in the middle of raising children at grade school and high school ages.
?
?There is no minimum age stated in the policy. So, a 16 a 17 year old, as long as they meet the criteria that they are students, could apply for this deferred action in order to work. Two issues: First, what of those who have dropped out of high school? Second, if the individual is under 18, and is therefore a minor under U.S. law, will DHS require that an adult take responsibility for the minor?s application?

?5 Years

The policy states that the individual must have been in this country continuously for five years (except for ?brief and innocent absences undertaken for humanitarian purposes?). Why not more years? Why not fewer?

Three or More ?Non-Significant? Misdemeanors

The policy states that individuals who have been convicted of a felony or a ?significant? misdemeanor are not eligible for this program. It defines ?significant.? It also states that individuals who have been convicted of more than three non-significant misdemeanors are not eligible. Why three?

?Effective Date

The policy states that these requirements must be satisfied as of the June 15 date the policy was adopted. Consider the plight of an individual who came to the United States two days after her 16th birthday, or who has been in the country 4 years and 360 days as of June 15, 2012, or who turned 30 two days before June 15, 2012. Where?s the compassion??

In fact, there are no bounds to President Obama?s compassion ? no law constrains him. It is reported by Rep. Lamar Smith that individuals who have resided in the U.S. for less than five years have had their pending deportations cancelled.

?Two Years

The policy states that an individual who qualifies receives a two year grant of ?deferred action.? Why not more time? Why not less time? The DHS Q&A does not answer the question the DHS itself poses:

[Q:] Why will deferred actions only be granted for two years?
[A:] Grants of deferred action will be issued in increments of two years. At the expiration of the two year period, the grant of deferred action can be renewed, pending a review of the individual case
.

From the perspective of the Administration, perhaps it was thought that legislation addressing this issue might be passed within two years. From the perspective of individuals, two years is better than none. But how can individuals ? who may wish to attend a four-year college, or begin a career, or marry -- plan lives with just a two-year horizon?

In fact, it?s not even for two years and it was cruel for the President to pretend otherwise. The DHS policy states that it will not begin to process applications (except for those individuals already in removal proceedings) until mid-August. The President can only make a promise that would endure to the end of his term, January 19, 2013. (This prompted reporters to ask the presumptive Republican nominee if he would retain the program.) Thus, if deferred action were granted to an individual as early as mid-August, its duration is only guaranteed for five months.

Actually, it?s even worse than that for eligible individuals! The DHS Q&A states that it can terminate the grant to an individual of deferred action at its discretion.

Also, the DHS website states that deferred action is renewable, but individuals will need to reapply not only for deferred action but also for work authorization. Work authorization is granted only upon a showing of ?an economic necessity for employment.? Pray tell, what individual between the ages of 18 and 30 could not show an economic necessity for employment? Does the DHS expect a 29 year old to depend on his (illegal) parents for two years, to age 31?

5)?The Program Creates a New System of ?Justice? with the President as Its Dispenser

A number of commentators are referring to the Obama presidency as an imperial one. They include Kimberley A. Strassel, Wall St. Journal, July 6, 2012; Charles Krauthammer, Washington Post, July 6,; Rep. Benjamin Quayle, Washington Times, July 11. This ?deferred action for young people? (as the policy is called on DHS?s website) is just another instance of this monarchical behavior.

Here is to what I would compare this deferred action program. In the 13th century, people who brought their claims before the law courts of England and were dissatisfied with the results petitioned the king for relief. Over the course of a few centuries, the king delegated the task of resolving these petitions to his Chancellor and eventually to courts of chancery. Thus, the English, and later, Americans, had two court systems: the law courts and the courts of chancery (also called courts of equity). One signal difference between the two generally known to non-lawyers is that law courts could grant damages (that is, money) but could not issue injunctions. The distinction appears in the Seventh Amendment to the U.S. Constitution that guarantees a trial by jury ?in suits at common law? (over $20).

Under the President?s deferred action program, if an immigrant cannot obtain the result he or she wants from the immigration courts -- set up by our Congress who apply the strictures of the law enacted by our Congress, then he or she petitions the President, acting through the Secretary of the DHS ? as his ?Chancellor.? The President grants or denies the petition with unfettered discretion. If the President denies the petition, there is no right to appeal. Here is the DHS Q&A on this point:

[Q:] Can individuals appeal a denial by ICE or USCIS of their request for an exercise of prosecutorial discretion under the new process?
[A:] No. Individuals may not appeal a denial by ICE or USCIS of their request for an exercise of prosecutorial discretion. However, ICE and USCIS will develop protocols for supervisory review as part of their implementation of the new process
. . .[T]here is no right for appeal. . .???????

On July 5, at a campaign rally in Ohio, former constitutional law lecturer, former U.S. Senator, current President, Barack Obama, declared that Obamacare, ?the law I passed is here to stay.? Under our Constitution, no President passes a law. He cannot even introduce a bill in the Congress. He can ask a Member of Congress to introduce a bill. He can lobby for a bill. He can sign legislation into law. Only our Congress passes laws.

The President would be correct if he declared that ?he passed? the deferred action program into some form of law. He would, however, be constitutionally wrong for having done so.

Jacque Vaughn passed his first test as coach of the Orlando Magic.

During his introductory press conference Monday afternoon, he showed so much charisma that it left one of his players wishing that training camp had started already.

"Sometimes life, it's about timing, it's about luck," Vaughn told a crowd that included Magic big man Glen Davis. "But sometimes you have to stick your neck out a little bit and take a leap of faith, create your own destiny. There's nothing wrong with that.

"The DeVos family is doing that today: taking a leap of faith in my ability to relate to guys, to communicate with individuals, to get a group of men to gather together for a common goal, to have resolve, to compete. I'm proud to be a part of that. Today, the destiny starts, and I'm thankful to be the head coach of the Orlando Magic."

Davis recalled feeling goosebumps.

"While he was up there on that podium, he was motivating," Davis said. "As a player, you want to hear that. You want to hear your coach motivating you to give your max. You want to hear your coach ask you to be something bigger than yourself."

Magic CEO Alex Martins confided to a reporter afterward that Vaughn has "it" ? a special, indescribable quality.

Vaughn will need that "it," especially if, as expected, the Magic trade Dwight Howard and usher in a rebuilding period.

Vaughn, 37, faced multiple questions about Howard's uncertain future and deflected them deftly.

He said he plans to reach out to every player on the team's roster, including Howard, over the next week, preferably with face-to-face meetings. He left open the possibility that he will travel to southern California to meet with the disgruntled All-Star center.

Asked whether he wants to coach Howard, Vaughn responded, "I want to coach guys who want to be coached, who want to be great and who want to be here. I'm a simple person, and for me, it boils down to simple things."

With Magic Chairman Dan DeVos, GM Rob Hennigan and Martins flanking him on the dais, Vaughn opened by speaking about the three coaches who influenced him most.

Roy Williams, his coach at Kansas, taught him how to "believe in guys and care for them more than when they're just on the basketball floor." Jerry Sloan, his coach with the Utah Jazz, fostered his "will to compete" and made him more consistent. Gregg Popovich, whom he played for and coached for with the San Antonio Spurs, gave him his first coaching opportunity.

The Magic ultimately interviewed six candidates, and only two of them ? Vaughn and Philadelphia 76ers associate head coach Michael Curry ? eventually met with members of the DeVos family in Michigan.

Martins lauded Vaughn as a "great leader."

Vaughn succeeds Stan Van Gundy, who guided the Magic to a 259-135 regular-season record (for a franchise-best .657 winning percentage) over five seasons.

Van Gundy arguably did his best coaching job last season. After Howard underwent season-ending surgery on his back, no one faulted the Magic for a lack of effort.

Vaughn's roster could be even more outmatched when, and if, Howard is traded.

Asked about his ability to relate to players, Vaughn answered, "We've been successful here, and I will never underestimate that and I'll give credit to the success that came before me. Some would say I'm inexperienced. I played 12 years and I've coached two years. Would my r?sum? look a little nicer if it said '14 years of experience?' Maybe so.

"But I've sat in the seats that the guys that I'll coach have sat in. I'll be able to relate to their personal, physical, mental stresses that they come across every day, because I've been there. And I think they'll relate to that and they'll appreciate that. And they'll know that I'm fighting for them and that I believe in them, and that'll be my approach."

Ebola confirmed in Uganda capital

Uganda's President Yoweri Museveni has urged people to avoid physical contact, after the deadly Ebola virus claimed one life in the capital, Kampala.

Fourteen people have now died since the outbreak began in western Uganda three weeks ago, he said in a broadcast.

There have been no confirmed cases of the infection spreading in Kampala.

Ebola, one of the most virulent diseases in the world, is spread by close personal contact and can kill up to 90% of those who become infected.

Mr Museveni said health officials were trying to trace everyone who had had contact with victims so that they could be quarantined.

People should avoid shaking hands, kissing or having sex to prevent the disease from spreading, he added.

Mr Museveni said relatives and friends should not bury anyone who is suspected to have died of Ebola.

"Instead call health workers because they know how to do it," he said.

Shocked

Mr Museveni said seven doctors and 13 health workers at Mulago hospital - the main referral hospital in Kampala - were in quarantine after "at least one or two cases" were taken there from Kibaale district, about 170km (100 miles) west of Kampala.

One victim - a health worker who had been transferred to the capital - later died.

"I wish you good luck, and may God rest the souls of those who died in eternal peace," Mr Museveni said as he ended his address to the nation.

The BBC's Ignatius Bahizi in Kampala says that some people have not yet heard about the latest outbreak of Ebola and are shocked when they find out.

At a bus station in the city centre, our correspondent saw officials warning passengers about the virus and telling them to avoid physical contact.

The first victim of the latest outbreak was a pregnant woman.

It then spread at a funeral, Mr Museveni said.

Uganda has seen three major Ebola outbreaks over the past 12 years.

The deadliest was in 2000 when 425 people were infected. More than half of them died.

There is no vaccine for the virus. Symptoms include sudden onset of fever, weakness, headache, vomiting and kidney problems.

ScienceDaily (July 27, 2012) ? UK medical school teaching on physical activity is "sparse or non-existent," finds research published online in the British Journal of Sports Medicine.

This knowledge gap will leave tomorrow's doctors ill equipped to promote physical activity effectively to their patients and stem the rising tide of serious disease associated with lack of exercise, say the authors.

They base their findings on the results of a survey sent to the curriculum lead or director for medical studies for each of the UK's 31 medical schools.

This asked about the form and content of key aspects of education on the promotion of physical activity, in accordance with national guidelines, and the total amount of time given over to teaching the basic science and health benefits of physical activity across the undergraduate course.

The education leads were asked to name the specific teaching modules in which physical activity education appeared. And they were asked if the Chief Medical Officer's (CMO's) guidance on physical activity?which spans all age groups, and which was published last July?appeared anywhere in the curriculum.

The responses uncovered "some alarming findings, showing that there is widespread omission of basic teaching elements," say the authors.

All the medical schools responded. Only four (15.5%) included physical activity in each year of the undergraduate course. Five (16%) did not include any specific teaching on it in their undergraduate courses.

Only half (15) schools included the current CMO guidance on physical activity in their course, despite it being endorsed by all four UK departments of health.

Its absence points to a major disconnect between undergraduate medical education, evidence based clinical guidelines for the treatment and management of many long term conditions, and national policy, with its emphasis on good health and disease prevention, say the authors.

The total amount of time spent on teaching physical activity was "minimal," the responses showed, averaging just 4 hours compared with an average of 109 hours for pharmacology, say the authors.

The specific modules in which physical activity featured varied widely, but it was most often included in public health, cardiology, respiratory medicine and endocrinology.

Only two schools said it was included in health promotion and in community and general practice.

The authors point to 39 different clinical guidelines for specific diseases and conditions in which physical activity features as a method of treatment, and highlight the fact that most of the population lives largely sedentary lives.

"A basic understanding of the benefits of physical activity, how to effectively promote it (with behaviour change techniques), and combat sedentary behaviour for different age groups underpin the ability of future doctors to manage modern non-communicable chronic diseases and follow clinical guidelines," conclude the authors.

They call for dedicated teaching time on physical activity for all medical students, as a matter of urgency.

Apple?s iPad Sales SOARING

Sales of the iPad were the saving grace for Apple (NASDAQ:AAPL) in the company?s third-quarter earnings report announced last week, and the tablet looks set to drive profits for it for a long time to come. The iPad accounted for 68 percent of all tablet shipments in the world in the last quarter, according to a new research report, taking Apple?s share of the market to its highest level in almost two years.

According to the?research from Strategy Analytics, global tablet shipments grew 67 percent year-over-year in the second calendar quarter to total 25 million, and were largely driven by the iPad.

Apple announced?on Tuesday that it had sold 17 million iPads in the June-ending quarter, representing an 84 percent increase from the same period a year before. According to Strategy Analytics, a total of 7.3 million Google (NASDAQ:GOOG) Android-powered tablets were sold in the same period. That divides the total market into 68.3 percent for Apple, 29.3 percent for Android, and 1.2 percent for Microsoft (NASDAQ:MSFT), which is banking on the launch of Windows 8 later this year as well as its own Surface to make a move in the space.

?Despite high expectations for companies like Amazon (NASDAQ:AMZN), Samsung, Acer, and Asus, the Android community has yet to make a serious dent in Apple?s dominance of the tablet market,? Strategy Analytics? Neil Mawston said.

The report blamed less than spectacular designs and a ?modest number of tablet-optimized services? for Android?s performance thus far, though the launch of the Google Nexus 7 is expected to make an extra push in the second half of the year. The new tablet is already doing fairly well, with its 16GB model already sold out.

Shares of Apple (NASDAQ:AAPL) finished the week at $585.16 per share Friday.

Suggested reading, books that affect real estate, Homeowners ...

In my spare time, I try to read as much as possible to soak up knowledge.? To me it is important to keep your mind active, and look for new things to learn, as it will benefit you in so many ways.

While there is a wide array of books types that I like to read, the most popular subjects include, Finance, Investing, Real Estate, Property Management, and Business and Self Help Books.

Each year I shoot to make a goal to strive for during that year, and this past year my goal was to read at least 20 books over the course of the next year.? As of a little over half way through the year I have more than surpassed that by a long shot.

The reason for bringing this information up is that often times people are looking for different types of books to read, therefore why not share what I have read or am currently reading a provide a brief review for visitors of the site.

There are enough people out there reading 50 Shades of grey, and I will most certainly not be one of them.? In my mind you could either waste your time reading and pretending that your life is different than it is, or read something that will actually have some sort of benefit to you.

As this blog grows and adapts we will continue to add subjects and topics, but overall we will center around the same theme on which our website is designed.? Currently the book of choice is 168 hours in a week, you have more time than you think.? I am currently a couple chapters in but it is truly amazing how much this pertains to most people, specifically in the property management world.? Isn?t it amazing how every time you speak with someone in Property Management they are so behind, or incredibly busy.? This book works to minimize that and shows how to be more efficient in your tasks?? Reviews to follow.

Mild Tebowmania as Jets open camp

CORTLAND, N.Y. (AP) ? Fans chanting his name and carrying banners proclaiming his greatness ? or otherwise ? will have to wait a couple of days. As the New York Jets reported to training camp Thursday, Tim Tebow simply was another player.

Well, almost. Tebow had to chuckle when asked about the legions of media that follow his every move, even on a rainy afternoon when nothing more is required of him or his teammates than showing up.

With perhaps 50 reporters, cameramen and broadcasters on hand at SUNY Cortland, it didn't look much different than one of Tebow's postgame gatherings in Denver last season. Surely, the focus is not the same: Tebow now is a backup to Mark Sanchez, as everyone from the head coach to the offensive coordinator to Sanchez himself made clear for the, oh, millionth time.

Still, it was Tebow who drew the most attention, including a comical episode in which the TV folks had to scramble for position when Tebow lined up elsewhere from where they anticipated.

"I really try not to let this affect my life," a laughing Tebow said about the media crush that is likely to continue through the rest of the summer. "I try to live my life and not worry about what I can't control."

Tebow then glanced all around him and smiled.

"This is like the first day of college."

Ah, but this central New York university hasn't seen anything like what could develop over the next few weeks, beginning Saturday when the Jets hold their first public practice. Every move by both quarterbacks will be scrutinized not only by local and national journalists ? one Jets employee asked Thursday when TSPN (all Tebow all the time) goes on the air ? but by the folks who buy tickets. Fans are certain to take up Tebow's cause, or Sanchez's.

Tebow says he can ignore all that and concentrate on "getting better every day."

"Playing football doesn't get old," the third-year quarterback who saved Denver's 2011 season said.

How much football he will play is the big question. It figures that during the preseason, when starting QBs don't get on the field for much game action, Tebow will be the Jets' main man.

But in practices, and certainly when the regular season kicks off against Buffalo on Sept. 9, the Jets expect him to be part-time Tebow behind three-year starter Sanchez.

"We clearly have a starting quarterback and that's Mark," coach Rex Ryan reiterated. "I know the history of the league and the saying, 'When you have two quarterbacks, you don't have any.' Tell that to the San Francisco 49ers with Montana and Young.

"This is a different situation, with a clear-cut starting QB."

Clear cut to some, including those in power with the Jets ? for now. Not so clear to the impassioned fans of the ultra-popular Tebow.

Not that Tebow doesn't have a role in the offense being installed by former Dolphins head coach Tony Sparano. At Miami, Sparano revitalized the wildcat, and he believes Tebow fits the QB role in that formation perfectly.

Plus, the Jets are toying with using Tebow as the protector on punts because of his size and athletic skills.

"I have a very good idea how I want to use him, and the way I want to go about it in the next several weeks," Sparano said. "We'll throw the offensive book at him and see what sitcks. Things that look good we'll continue. Things that don't look good we'll throw out."

What no one wants ? not even Sanchez ? is to have Tebow cede the starting quarterback job without a fight. Ryan can't imagine that happening.

"You never want a player who doesn't want to be the guy," Ryan said when asked if he is eager for Tebow to push Sanchez for the No. 1 spot. "Competition is great for everybody.

"Tim is going to play here, there's no question about it."

Actually, Rex, there are plenty of questions about it, and the Jets will be answering them throughout a preseason that already borders on the absurd. Queries such as:

?How much will Tebow play?

?At what junctures?

?At what positions?

?In the regular offense, or only in the wildcat?

For his part, a bulked-up Sanchez wisely is concentrating on his responsibilities. He gained 12 pounds of muscle mass and now goes at 230 pounds. He is eager to be the team leader. He was one of the first players to enter the dormitories on Thursday, and the second behind defensive tackle Sione Pouha to speak with the press.

Of course, even as Sanchez spoke, several media types with microphones in their hands or video cameras on their shoulders were peering around to see if Tebow was about to make an appearance.

Seems like that's how it's going to be for most everyone when the Jets take the field.

Rex Ryan loves Santonio Holmes, he just wants him to stay in his lane.

The Jets coach said Thursday he appreciated Holmes? input, but would prefer he limited it to catching passes.

Holmes said recently that he didn?t think two-quarterback systems (such as the Jets are planning with Mark Sanchez and Tim Tebow) can work in the NFL.

But Ryan offered a rebuke with his rebuttal, in an interview with ESPN?s Sal Paolantonio (via ESPNNewYork.com?s Rich Cimini).

?Well, I understand what Holmes is saying, you know Tone?s talking about a guy . . . [the starting quarterback] has to get a feel and all that kind of stuff,? Ryan said. ?But I brought Santonio in here to be a receiver, not to be the offensive coordinator. And that?s the way it is.

?I love Santonio, but if I wanted to hire him as our offensive coordinator, we would?ve.?

The man he chose for that job, Tony Sparano, defended Holmes? right to his free speech, but obviously disagrees, since it?s what he?s implementing.

?First of all, every player is entitled to their own opinion,? Sparano told Paolantonio. ?Every person is entitled to their own opinion. I been around long enough to know that there?s a lot of definitions of two-quarterback systems, and what some of these things mean, and what they don?t mean.?

Even though Holmes? message may have lacked nuance, there?s a kernel of truth in what he says. Sanchez might lack the ability to gain a certain rhythm if Tebow?s coming in to run around. But the bigger problem the incumbent has is handling the pressure of keeping Tebow on the sidelines.

It?s nothing more than good theater at the moment, and the Jets have just the cast of characters to keep things fresh.

Ah, Jets, don?t ever change.

Syria Conflict: Aleppo Fighting Shifts Regime Forces, Diplomats Defect

AMMAN/BEIRUT, July 25 (Reuters) - The Syrian army turned its forces on Aleppo on Wednesday, ordering an armoured column to advance on the country's second biggest city and pounding rebel fighters there with artillery and attack helicopters, opposition activists said.
As hostilities intensified near the Turkish border, Turkey said it was closing its crossing posts, although the United Nations said refugees fleeing Syria would be allowed through.
Two top Syrian diplomats, in the United Arab Emirates and Cyprus, have deserted their posts, becoming the latest officials to abandon the Damascus government, rebels said.
The 16-month revolt against President Bashar al-Assad has been transformed from an insurgency in remote provinces into a battle for control of the two main cities, Aleppo and the capital, Damascus, where fighting exploded last week.
Assad's forces have launched massive counter assaults in both cities. They appear to have beaten rebels back from neighbourhoods in the capital and are turning towards Aleppo, a commercial hub in the north.
Syrian forces fired artillery and rockets on Wednesday at the northern Damascus suburb of al-Tel in an attempt to seize it from rebels, causing panic and forcing hundreds of families to flee, residents and opposition activists said.
The 216th mechanized battalion headquartered near Tel started bombarding the town of about 100,000 people before dawn and initial reports indicated residential apartment blocks were being hit, they said.
"Military helicopters are flying now over the town. People were awakened by the sound of explosions and are running away," Rafe Alam, one of the activists, said by phone from a hill overlooking Tel. "Electricity and telephones have been cut off."
Opposition sources also reported helicopters and machineguns were firing on the neighbourhood of Hajar al-Aswad. The slum lies on the southern outskirts of the capital and has been a haven for rebels sneaking into Damascus from the suburbs.
Opposition activists said thousands of troops had withdrawn with their tanks and armoured vehicles from Idlib province near the Turkish border and were headed towards Aleppo.
Rebels attacked the rear of the troops withdrawing from the north, activist Abdelrahman Bakran said from the area.
Military experts believe an overstretched Syrian army is pulling back to concentrate on fighting insurgents in Aleppo and Damascus, important power centres for the government, while leaving outlying areas in the hands of rebels.

HELICOPTERS FIRING
In Aleppo, helicopters were seen firing missiles throughout Tuesday, residents said. Rebels were battling government forces by the gates of the historic old city. Troops fired mortars and shells at rebels armed with rifles and machine guns.
"I heard at least 20 rockets fired, I think from helicopters, and also a lot of machine gun fire," a resident near one of the areas being shelled, who asked to be identified only by his first name Omar, said by telephone.
"Almost everyone has fled in panic, even my family. I have stayed to try to stop the looters; we hear they often come after an area is shelled."
Residents said fixed-wing jets had also flown over the city, followed by loud noises, although there were contradictory reports as to whether they had fired. Video footage posted by activists appeared to show a warplane firing its guns.
Assad's forces have occasionally launched air strikes from fixed-wing jets on other cities during the uprising, but tend to rely on helicopters for air strikes in urban areas.
The uprising has entered a new and more violent phase in the past 10 days since rebels poured into Damascus in large numbers.
Last Wednesday, an explosion killed four members of Assad's inner circle inside a security headquarters, a blow that wiped out much of the top echelon of his military command structure and shattered the reputation for invulnerability that his family has held since his father seized power in a coup in 1970.
Western powers have been calling for Assad to be removed from power for many months, and now say they believe his days are numbered. But they fear that he will fight to the end, raising the risk of sectarian warfare spreading across one of the world's most volatile regions.
Syria raised the alarm even further on Monday by confirming that it had chemical and biological weapons. In a statement that may have been intended to reassure the world but seemed to have the opposite effect, it said it would not use poison gas against rebels, only against external threats.
Assad's international protector Russia added its voice on Tuesday to those of Western countries warning him not to use chemical weapons.
Russian Deputy Foreign Minister Gennady Gatilov said on Wednesday that Moscow had received "firm assurances" from Damascus that its chemical arsenal is "fully safeguarded".
"We have received firm assurances from Damascus that the security of this arsenal is fully safeguarded," Gatilov told the agency in an interview published on Wednesday.
U.S. President Barack Obama said earlier Assad would be held accountable if he used chemical weapons.
If Syrian-backed Hezbollah guerrillas used the situation to take control of the weapons, Israel would "act immediately and with utmost force", Foreign Minister Avigdor Lieberman told Israel Radio.

DEFECTOR SPEAKS
As the revolt against Assad intensifies, top Iraqi officials have started to abandon their posts. Syria's ambassador to the United Arab Emirates, Abdelatif al-Dabbagh, and Damascus's envoy to Cyprus, Lamia al-Hariri, have defected and are both now in Qatar, the opposition Syrian National Council said on Wednesday.
Brigadier General Manaf Tlas, a member of Assad's inner circle who fled Syria this month, appeared on television in his first public comments since defecting. He called on troops to abandon the government.
"I address you ... as one of the Syrian Arab Army's sons who reject the criminal behaviour of this corrupt regime. The honourable people in the military would not accept these crimes," he said on al-Arabiya television.
Tlas is a member of the Sunni Muslim majority, and his defection was seen as a sign that the Sunni establishment had abandoned Assad, a member of the Alawite minority sect.

MOSQUE ATTACK
Elsewhere in the country, activists said government troops and pro-Assad militia known as shabbiha had attacked a mosque in a village northwest of the city of Hama.
"We have confirmed the names of 15 bodies and it is estimated there is a similar number still to be collected from the streets," said activist Jamil al-Hamwi, who uses a pseudonym for security reasons. The account, like others from activists, could not be confirmed. Syria restricts access by international journalists.
At least nine people were killed in army shelling of al-Herak, a town south of Deraa, the cradle of the revolt against more than four decades of Assad family rule, activists said.
Video posted on the Internet showed the shattered bodies of a veiled woman and six children in colourful pyjamas, some of them very young. Four lay on one doctor's table.
The British-based Syrian Observatory for Human Rights, which compiles reports from activists, said 1,261 people had been killed since fighting intensified in Damascus on July 15. That made last week by far the bloodiest in an uprising in which activists say at least 18,000 people have been killed. (Writing by Giles Elgood; editing by Anna Willard)

Julia Kramer's expectations for Black Bull are perhaps not overly high, knowing that it's kin to TV-bedecked upscale-bar food spots Hubbard Inn and Barn & Co. Given the tapas theme, you can imagine her bashing it with a leg of jamon serrano from Vera. But she finds that head chef Bob Zrenner "and his chef de cuisine, Matt Wilde, pretty much nail it... A bowl of beautiful marinated olives is set down as soon as you?re seated. I think the situation has reached an alarming level, with some organisations and individuals abusing our social insurance policy to make a profit and destabilise production.

Could you elaborate about how the certificates are forged?

There are various ways to forge insurance certificates, including photocopying an original and changing the details, among others.

In some cases, the claimants bribe people such as doctors and pharmacists to provide them with false medical certificates.

In the worse case, a company was established with the sheer objective of defrauding the VSI. The company recruited pregnant women, and labour contracts were signed by both parties to make the women eligible for maternity insurance. Once their social insurance contributions were completed, the maternity money started rolling in and was split between the company and the women.

Does this sort of behaviour undermine the VSI policy?

A huge sum of the VSI money is lost in this way, as well as overheads for expenses such as staff salaries.
